It can be difficult, yes. But
one trick I've used is to use
a wooden spacer to spread the
tracks apart, very slightly.
I used a screwdriver and a
paint stirrer.

This should relive a bit of
the friction, so you can put
the weatherstrip in place.
Afterward, use a small mallet
to tap the tracks closed so
they grip the w/strip. Use
the wood to protect the metal
while you're striking it.
